The objectives of the study were to: (1) develop county-specific model year distributions for each ARB vehicle class; and (2) develop and apply a new methodology to determine the mileage accumulation rates (MAR) for light- and medium-duty vehicles by model year. The new methodology was based on odometer reading of gasoline-fueled vehicles which were recorded at the time of taking California's biennial Smog-Check test. To achieve the study objectives, two statewide databases were obtained and analyzed: the California Department of Motor Vehicles' (DMV's) vehicle registration records and the California Bureau of Automotive Repairs' (BARs') Smog-Check program data.
