The report is divided into five major sections. The first section deals with the present and probable future volume of overseas cargo and the facilities required for handling it at the for-hire terminals. This cargo represents about 3% of Detroit's total waterborne commerce. The second section deals with the domestic and Canadian cargo handled by the for-hire terminals. This cargo is about 2% of total waterborne commerce through the port. The third section deals with the handling of domestic and Canadian cargo which flows over owner-used private docks. This cargo, which is largely bulk, accounts for the other 95% of waterborne commerce through the port, which in 1961 totaled 25 million tons. The fourth section discusses opportunities for development of water-oriented industries within the limits of the Wayne County waterfront. The fifth section deals with administrative and promotional factors related to the growth of the port.
