The circular provides the national guidelines for the assessment of merchant mariners' proficiency through demonstrations of skills of an applicant for an STCW certificate as an Officer in Charge of a Navigational Watch or Master on Ships of Less Than 500 Groww Tonnage as Measured Under the International Tonnage Cenvention (ITC) while engaged on near-coastal voyages. These guidelines are for use in training programs approved or accepted by the U.S. Coast Guard as meeting reference (a) and by designated examiners (DEs) when carrying out their assessment activities.
