With the aim of studying techniques for using the upper portion of the VHF band for communications and navigation, a series of experimental synchronous satellites has been launched. This preliminary survey aimed to add data on scintillations of signals at 136 MHz and to standardize methods of reducing results from a number of European observing stations. Initial qualitative results show that invariant latitude and conjugate point effects may play important roles in the scintillation process. (Author)
