To meet the goals of managing traffic congestion, improving air quality, enhancing mobility, and conserving energy, the Federal Highway Administration (FHWA) must train others at the state, regional, and local levels on moving people and goods, not just vehicles. This course is designed to assist individuals in the public and private sectors who are responsible for implementing transportation demand management (TDM) projects. The purpose of this handbook is to complement and supplement existing TDM resources with training that is tailored to the transportation community.
