The working paper describes the current state-of-the-art in Norway with respect to road user compliance with road traffic law. It is concluded that perfect compliacne with road traffic law would reduce the number of injured road users by about 27% and the number of killed road users by about 48%. Principles for conducting cost-benefit analyses of police enforcement are discussed. It is concluded that the benefits violators get from violating the law should not be included in such analyses. Preliminary estimates show that increasing speed enforcement and enforcement of drinking and driving gives benefits that are larger than the costs.
