Basically, the operational aspect of Urban Traffic Control Systems regulates traffic controllers in response to selected measurable traffic parameters. UTCS accomplishes this with on-street vehicle sensors and an off-street data processing center consisting of a digital computer and associated peripheral equipment. Primary system goals include: increasing existing urban street capacities as measured by volume; reducing vehicular travel time and delay; improving business and travel conditions by reducing congestion; reducing highway user costs; and increasing motor vehicle safety and passenger security by reducing stops and other vehicular interference.
