Baltimore City Police and Municipal Court should comply with Article 66 1/2, sections 101, 102, 103 and 136 of Maryland's Annotated Statutes and adopt and use the form and procedure prescribed by the Department of Motor Vehicles as contemplated by these statutes. If Article 4 of the Maryland Constitution is amended as proposed, the District Courts will be a part of the Judicial System and Courts of Appeals would have authority by regulation to establish a statewide policy on mandatory appearance in traffic cases. If the Constitutional Amendment fails, the Maryland General Assembly should delegate ample authority to the Court of Appeals to establish a statewide policy on mandatory appearances. (Author)
