The Navy needs over half its personnel for its shore establishments, yet it has not had a manpower planning program which has been acceptable to the Congress. A system to meet this need is underway, but unless additional funds and people are used, it is unlikely that it will be implemented before 1992. On October 22, 1979, the Navy provided the Congress with a plan of action and said that important corrective actions had been made.
