This report summarizes the activities and the findings of the Freight Planning Support System (FPSS) project conducted for the North Jersey Transportation Planning Authority (NJTPA). The underlying purpose of the project is to allow for better project planning and implementation to deal with the forecasted ballooning of freight movements into New Jerseys ports and on northern New Jerseys railways and highways. The FPSS project developed goods movement transportation indicators, data and performance measurements, and goods movement strategies that will support the NJTPAs performance-based planning process. It also recommends a framework of issues, studies and analyses to enhance the freight planning process and agenda for northern New Jersey. In addition, the FPSS project also examined the interruption in freight movement caused by the September 11, 2001 terrorist attack on New York City. The FPSS project also identified potential freight system impacts, system redundancies and appropriate strategies to respond to, or prevent system failure in the event of another major disaster affecting the movement of goods and people within the northern New Jersey region.
