This report is the second in a series of reports on the causes of shipbuilders' claims against the Navy. It points out that reducing or eliminating claims does not necessarily signify that the Navy has correct its own inefficiencies which are partly responsible for shipbuilding claims. It also cautions that certain Navy claim prevention actions may allow shipbuilders to recover additional costs caused by such inefficiencies without submitting a claim.
