On April 2003, the Tashkent Aircraft Production Corporation ('TAPC') entered into a Grand Agreement with the United States Government, acting through the U.S. Trade and Development Agency ('USTDA') The purpose of the Grant was to partially fund a feasibility study ('Study') confirming that there is a market for the II-114-X00 aircraft and that TAPC con cost effectively design, certify, manufacture and sell the aircraft to special purpose companies and/or end user airlines. Ernst & Young LLP ('Consultant') was nominated by TAPC to carry out the Study.
