The chief observation of this study is to confirm the observation of all previous studies of the Army's aviation research and development process. This process is now handicapped by the geopolitical separation of its key elements. The recommendation of this study is that the Army establish a long-range plan for the Aviation Development Center. Even though it will not be practical to implement it immediately, it is still recommended.
