The document is intended to give highway agencies general guidelines toward a more comprehensive application of direct access controls to commercial properties on arterial highways. Volume I discusses the basic problem dimension, summarizes the evaluation of the 70 identified techniques, and gives a general decision framework for implementation of access controls. Consideration for implementation include: (1) comprehensive policy development; and (2) the selection of techniques to counteract operational problems on existing highways.
