Airport Capacity Design Teams are formed to address capacity problems at airports with significant flight delays. The teams are composed of FAA representatives from the Office of System Capacity (ASC), the Technical Center, Air Traffic, and the appropriate FAA Region; airport operators; airlines; and other aviation industry representatives. The goal of the Design Team is to identify and evaluate proposals to increase airport capacity, improve airport efficiency and reduce aircraft delays while maintaining or improving aviation safety. Memphis International Airport (MEM) is the 39th busiest airport in the country when ranked by 1995 passenger enplanements.
