The project designed and tested a low cost pavement quality indicator based on capacitance energy dissipation technique to measure asphalt density of asphalt pavements. A prototype system was designed and fabricated, and evaluated in the laboratory to establish calibration procedure and to optimize design and operating parameters. The prototype was modified based on laboratory test results, and subjected to field tests on asphalt pavements in 3 states. The field tests verified the system's performance for accuracy, reproducibility and rapidity of measurements as compared to the nuclear gauge method for asphalt pavement density. The field performance was unaffected by temperature and mositure variations in the field.
