This draft environmental assessment (EA) evaluates the potential environmental impacts associated with the National Highway Traffic Safety Administration's (NHTSA) proposed action to set Corporate Average Fuel Economy (CAFE) Standards for Model Year (MY) 2008-2011 light trucks. The National Environmental Policy Act (NEPA), the regulations of the Council on Environmental Quality (40 CFR part 1500), and NHTSA regulations (49 CFR part 520) establish policies and procedures to ensure that information on environmental impacts is available to decision makers, regulatory agencies, and the public regarding Federal actions. This document was prepared in accordance with these policies, and to facilitate public participation. Under NHTSA regulations, the Final EA and associated documents will constitute an 'Environmental Review Report.' This document describes the environment and resources that might be affected by the proposed light truck CAFE standards for model years (MYs) 2008-2011. This document assesses estimated impacts of alternative actions in relation to a baseline of 22.2 mpg, the latest year for which light truck standards have been established (MY 2007). Light trucks are defined as vehicles of 8,500 pounds gross vehicle weight rating (GVWR) or less, and include pickup trucks, vans (cargo and passenger), minivans, and sport-utility vehicles (NHTSA 1998).
