The proposed project is the development of State Highway Route 4 to freeway standards on new alignment through the city of Stockton in San Joaquin County. The proposed project consists of an elevated freeway providing for split diamond interchanges with braided ramps. The purpose of the project is to provide for the progressively increasing traffic needs on this route which will be a vital east-west connecting link between Interstate Route 5 and State Highway Route 99 with convenient access to the downtown Stockton area. The environmental elements which will be affected by the proposed Crosstown Freeway project are noted as follows: Private residential and income property will be converted to a public highway facility. The visual aspects of the area will be altered. Noise in the vicinity of Washington and Lafayette Streets will increase. The amount of air pollutants in the area of the new freeway will increase. Mobility will be improved for both through and local traffic. People will be required to move from an established community. Removal of through traffic from the local city streets will stimulate and encourage business. Some of the flora will be eliminated from the area of the new freeway.
