This Final Environmental Impact Statement (FEIS) describes and evaluates four alternatives for the purposes of reducing Caspian tern predation on juvenile salmonids in the Columbia River estuary, in compliance with the terms of a Settlement Agreement pertaining to tern and salmon management in the estuary. The specific components of the proposed action (identified as the preferred alternative in this FEIS) are described below. For more information on the preferred alternative (Alternative C: Redistribution of the East Sand Island Tern Colony), as well as the other three alternatives considered, refer to Chapter 2 in this FEIS. Recent increases in the number of Caspian terns nesting in the Columbia River estuary has led to concerns over their potential impact on the recovery of threatened and endangered Columbia River salmonids.
