Ramp metering was initiated on fourteen eastbound on-ramps (Interstate Route I-90) in the Chicago area during one morning peak period in June, 1969. Test car travel time measurements were taken on arterial streets for the movements from north to south and south to north(cross streets), and from west to east (parallel streets) in an area of 18.5 sq. miles, before and after installation of the ramp metering. The data were analyzed to see whether there were any effects on the surface street system due to the initiation of ramp metering. Several statistical tests were used, the method finally adopted being the analysis of variance technique.
