This report is intended to provide guidelines for the preparation of procurements specifications for aircraft survivability enhancement equipment, for the survivability/vulnerability (S/V) tasks associated with the procurement of a total aircraft system or its relate subsystems, and also for the modification of current fleet aircraft to their related subsystems. It is intended that these S/V procurement guidelines be applied to the procurement of all military aircraft, aircraft subsystems, and aircraft components which can either lose their functional capability of have their performance degraded as a result of interactions with the damage mechanisms of threat weapons. The guidelines should be applied to preliminary design programs, to production programs, and to programs which will retrofit or modify existing systems. These guidelines include general requirements statements for the establishment of a S/V program, requirements statements for reducing the susceptibility of the system to the threat weapons, and requirements for the reduction of vulnerability to nonnuclear, nuclear, and laser weapon effects. Requirements for S/V assessments and the verification of vulnerability levels and survival enhancement features are also included. Although nuclear and laser weapon effects are included, the major emphasis is on the reduction of susceptibility and vulnerability to conventional weapons and the establishment of the S/V program.
