This report presents guidelines for responding to hazardous materials transportation accidents. In particular, guidelines for reporting an accident; initiating the response communications network; first on-scene responders; assessing the accident scene; determining the magnitude of the accident and estimating the danger areas from vapor dispersion; containment; vapor suppression; handling leaks; selection of personnel, equipment and materials; firefighting; evacuation; cargo transfer, wreckage removal and cleanup/disposal activities are presented.
