The study focuses on whether road pricing could be a realistic instrument, both economically and socially, to reduce congestion in the agglomeration of Amsterdam, and if so, which road pricing system would be the most suitable. Road pricing has often been used as a means for financing. In the case study, road pricing was used as a means to regulate traffic in order to reduce congestion. Alternative possibilities in terms of location and system are discussed. The report suggests that a necessary condition for solving congestion problems through road pricing is a good competitive position in the transportation and distribution sector. At the present time, in spite of its advantages, road pricing is likely to run into substantial social opposition.
