The United Kingdom (UK) government has recently enacted legislation which will effectively mean free competition in all areas of public passenger transport. This makes it unique among developed countries. The report reviews the UK proposals in the light of the stated intentions of the South African government to move to a less regulated environment, to see what (if any) lessons can be learned and what pitfalls should be avoided. The report does not argue for deregulation; but merely considers certain aspects which would be relevant if the deregulation option were chosen.
