Results are presented of research undertaken to evaluate bus preemption of traffic signals at urban intersections and to justify the cost of implementing and maintaining a bus preemption system. Bus preemption was found to be economically justified when utilized in a network with two-phase signal control, long cycle lengths, and proper bus stop location. The bus preemption systems were found to be cost effective on a network basis, but the cost effectiveness was found to vary between the individual intersections within the network. The variation was predominately due to differences in cross street automobile flow rates, but evidence indicated that the differences may also be due to the platooning of vehicles caused by preemption. Analysis of a Richmond, Virginia, network revealed that bus preemption was not cost effective, and that the near-side bus stop locations and multiple signal phasing combined to reduce the benefits of preemption.
