This report documents the development of an automatic vehicle identification (AVI) system for monitoring traffic conditions on urban freeways. The AVI system is being implemented in Houston in a stage construction program. Phase 2 covers 98 miles of urban roadways on four radial freeways. The report outlines the system design and the hardware and software requirements for measuring travel times and average speeds and processing and distributing the results in real time (within one minute of detection).
