The report reviews the initial track safety standards proposed by the Federal Railroad Administration in response to the mandate of the Federal Railroad Safety Act of 1970. The report recommends that standards not be advanced unless they are objective, compatible with the system, and adaptable to circumstances, including changes in technology. Additional recommendations are directed at methods of strengthening the standards including such items as definitions, and the inclusion of standards for the promotion of safety at grade crossings and reducing the incidence of rail failure.
