The January–February 2016 TR News features the annual overview of trends and developments in policy and practice at state departments of transportation and other agencies—particularly research needs, research in progress, and applied research—based on reports from the state partnership visits by TRB senior program officers in 2015. Other features supplement the state agency focus: setting a budget for steps in the pre-construction process, such as design and planning; improving the reliability of traffic signals in an urban environment; and lessons from Germany’s measures to reduce the carbon dioxide emissions from daily travel—plus summaries of research projects requested by the states: responding to extreme weather events, a performance-based analysis of the geometric design of highways, assessing the productivity impacts of transportation investments, and capacity modeling for shared-use passenger and rail freight operations.
