Since August 1998, Wisconsin’s inspection and maintenance (I/M) program contractor, Envirotest Systems Corporation, has been sending EPA staff onboard diagnostic (OBD) scanning and IM240 test results data collected on model year (MY) 1996 and newer vehicles coming through the Wisconsin I/M test lanes. The data provided by Envirotest includes vehicle identification, and IM240, OBD-I/M, and gas cap test results (for a full list of the 40 data fields included in the Wisconsin data, see the Appendix A at the end of this report). In analyzing the Wisconsin data, EPA focused on: 1) the readiness status of the OBD monitors 2) the frequency of MIL illumination and 3) the relative failure rate of OBD-equipped vehicles based upon OBDI/M, IM240, and gas cap evaporative system testing.
