On March 17, 2000, the Bluewater Network sent a petition to Administrator Carol Browner on behalf of 53 organizations, asking the Environmental Protection Agency (EPA) to take regulatory action on measures to address pollution by cruise ships. The petition specifically calls for an investigation of wastewater, oil and solid waste discharges from cruise ships, and the implementation of policy or regulatory changes if necessary to assure that these discharges do not threaten the marine environment. In response to the petition, EPA agreed to study cruise ship discharges and waste management approaches. This EPA paper provides preliminary information regarding cruise ships and waste management practices and provides some preliminary recommendations regarding EPAs response to the petition.
