The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) and the Transportation Equity Act for the Twenty-First Century (TEA-21) provide a new direction in transportation planning. In particular, these Acts specify that special efforts to manage congestion must be undertaken in Transportation Management Areas (TMAs), which are defined as urbanized areas with more than 200,000 people.
