This study considers the demand for port services, their related economic impacts, and the policy responses that can be considered, with special emphasis on ports in the Middle-Atlantic region. The demand for port services is largely related to the demand for goods that go through the port. In this respect, specific attention is devoted to estimating the world demand for U.S. export coal, a commodity that led to major port bottlenecks in 1980 and 1981.
