On September 14, 1983, six workers (four contractor and two Air Force civilians) at Clear Air Force Station, Alaska, were exposed to radiofrequency radiation in excess of established safety standards. Clear Air Force Station is one of three sites which together comprise the nation's Ballistic Missile Early Warning System. The mission of this system is to provide the national military command centers early warning of an intercontinental ballistic missile attack directed toward North America and accurate satellite detection and tracking data. This report deals with the investigation of that accident. It examines the conduct of the Air Force and the contractor, FELEC Services, Inc., as it relates to the accident.
