Equipment and operator failures were correlated with landing-operation safety in civil aircraft. To accomplish this objective, the various equipments used in present instrument landing systems in jet aircraft of two major airlines and ground equipments of five airports were analyzed for an estimate of their reliability and safety. From this estimate, figures of merit were determined for the various components of the systems; the figures of merit indicate the contribution to failure of the components or subsystems under various conditions, such as complete redundancy or single-series operation. They determine the effect of redundant elements on overall system reliability as well as on overall failure frequency. The estimates were also compared with similar estimates obtained on recently tested equipments that reflect the latest state of the art in highly reliable electronic equipments. On the basis of these comparisons, it is expected that if reliability requirements are included in the procurement specifications, the MTBF of landing equipments can be improved by a factor of at least 10 to 1 and as much as 60 to 1.
