LOSPLAN is a suite of three software programs (ARTPLAN, FREEPLAN, HIGHPLAN) for calculating performance measures and level of service on arterial streets, freeways, and highways. The software is intended for planning and preliminary engineering applications. It generally implements the analysis methodologies of the Highway Capacity Manual (HCM), but with a number of enhancements based on FDOT-sponsored research and other revisions to better accommodate Florida-specific traffic, roadway, and signal control conditions. The project addressed several aspects of the LOSPLAN software, primarily with respect to updating the calculation methodologies in response to revisions in the methodological calculations in the HCM 2010.
