In early January 1971, the American Embassy in Phnom Penh expressed considerable concern over the critical petroleum, oil, and lubricant (POL) shortages in the Khmer Republic (Cambodia) which had resulted from successful enemy attacks on commercial shipping vessels sailing the Mekong River inside Cambodia These attacks, combined with the closure of land Route 4 from the port city of Kompong Som, led to an agreement among the United States, the Khmer Republic and the Republic of Vietnam for protection of Mekong River convoys from Tan Chau, Republic of Vietnam (RVN) to Phnom Penh, Cambodia. This report reviews significant events leading up to the Combined Convoy Security Plan and examines protective air coverage provided by the Cambodian, RVN, and U.S. forces from January to September 1971.
