Information is developed to establish a program for the prudent management of resources allocated to safety. The study lists and defines the variables that constitute: (1) the monetary investment in air safety, (2) the economic losses arising from accidents, (3) the economic returns from the investment in safety. A plan is proposed by which the variables can be assessed in terms of dollars and then used to evaluate the cost effectiveness of safety measures. The object is to optimize the expenditure of funds to improve safety. The emphasis is on air transportation. (Author)
