The attitude determination and control system (ADCS) is a key subsystem in small spacecraft which, for example, find application in Earth observation. This paper details the basic design of a candidate ADCS to achieve high pointing accuracies at `reasonable' cost. Also the expected performance of this system is examined together with estimates of the overall mass power and energy requirements which clearly will have a major influence on whether or not the basic design is accepted for further development.
