Airport capacity and environmental issues, especially noise mitigation, are major challenges aviation is facing. Ground-based augmentation systems (GBAS) have the potential to assist in the design of more flexible, noise-mitigating procedures while maintaining the airport capacity. GBAS is certified to provide an ILS look-alike functionality with CAT I precision, but the GBAS data architecture is able to handle more complex procedures. These terminal area paths (TAP) have the potential to be classified as precision approaches and allow the construction of complex procedures with curved segments. Besides GBAS, the concept of required navigation performance (RNP) facilitates the construction of segmented approaches within RNP authorization required (RNP AR). In contrast to the technological possibilities, only straight precision approaches currently meet ICAO's requirements for independent parallel runway operations. Therefore, the full operational potential of both GBAS and RNP cannot be realized under existing standards. Presenting a basic safety concept for segmented independent approach operations, this paper is structured as follows: after introducing the proposed approach design, differences between this design and current ICAO guidelines are carved out. The critical safety issues of the new approach procedure are evaluated with a focus on so-called “blunders”: aircraft deviating from their intended approach tracks towards parallel tracks. After identifying major safety challenges, a revised concept for monitoring the independent approach paths is developed. A design concept for normal operating zones (NOZ) and the non-transgression zone (NTZ) is presented, taking into account contemporary technologies for approach monitoring and the characteristics of a segmented approach path. In addition, a preliminary blunder analysis is conducted. Finally, based on the experiences on independent parallel ILS approaches and considering characteristics of RNP and GBAS, procedures are compared to a target level of safety.
