As the rapid development of civil aviation industry, CO2emission is considered as a prime limit to environmental pollution. Worldwide aviation's administrations allocates an involved airline a stationary carbon emission limit to reduce aviation influence for green house each year. The conventional airliner operation models have no consideration about reducing the carbon emission in order to maximum benefits and increase their fleet capacity in the system of carbon emission. This article takes the carbon emission factor into flight operating cost model. Combining the prediction of airway traffic volume with carbon emission cost, a fleet planning and aircraft allocation at different airways are proposed. The integer programming is used to solve the operating cost problem while optimizing the airway operation. This case study show the effectiveness of the proposed model. It also provides theoretical support and tactile suggestions for airlines on reducing carbon emission.
