Road accidents remain a serious public health concerning worldwide, regional and national levels. If measures are taken in many countries to improve road safety, much remains to be done. The deployment of safety systems is very helpful to avoid deadly accidents and provide post-accident information. Many countries opt to the use of VANETs; the main advantage of these networks is the deployment of safety systems that enhance drivers safety by exchanging messages between vehicles equipped with On Board Units (OBUs) and between vehicles and the network infrastructure composed by Road Site Units (RSUs). The use of vehicles equipped with many types of sensors (speed, seat belt, brake) helps significantly in avoiding accidents. There are also vehicular Black box systems/Event Data Recorders that are similar to those used in air planes and record events that happen in vehicles. In this paper, we present a new vehicle blackbox system that can be used by all types of vehicles (smart or not) and does not require the use of specific network infrastructure.
