In recent years, more and more attention has been paid to emergency management, and emergency communication, as an important part of the national emergency management system, has also received much attention. The ground emergency communication vehicle is the representative of emergency communication, but it is only suitable for the situation of flat ground. Compared with emergency communication vehicles, UAV has the advantage of flexible networking, which is the reason why UAV is concerned. But the UAV battery capacity, short working time. The energy consumption of UAV is mainly flight consumption and communication consumption. In this paper, a media access control protocol for UAV ad hoc network is designed, to reduce the cost of the protocol to reduce energy consumption, and then extend the UAV working time to the lowest energy consumption, to meet the coverage requirements.
