In order to overcome the subjectivity and incompleteness of traditional risk analysis methods and improve the risk management ability of large-scale ship construction projects, a construction risk evaluation system is constructed from occupational health, safety and environment (HSE). Based on the construction of a fuzzy comprehensive evaluation framework, ERA (evidential reasoning approach) and AHP (analytic hierarchy process) are synthetically applied to construct the evaluation model by combining the utility theory. Data are collected through questionnaire survey and expert evaluation, and the risk level of large-scale ship construction is determined by calculating risk utility value using the model. The results show that, the utility value of the HSE risk for large-scale ship construction project is 29.6. The overall HSE risk for large-scale ship construction project is low.
