Summary: Model tests were conducted on a 1:40-scale breakwater structure in a wave flume 119 ft long, 5 ft wide, and 4 ft deep to determine the stability and wave transmission characteristics of a proposed rubble-mound breakwater for Monterey Harbor using tribar armor units in the cover layer and breakwater cap. The stability of the breakwater was determined by visually determining the height of the largest wave that did not cause damage to the test section. Heights of transmitted waves, generated by wave overtopping and wave energy passing through the voids in the upper portion of the breakwater, were measured electrically with a wave-height gage and oscillograph assembly. It was concluded from the results of the stability tests that the proposed breakwater section would be stable for the selected design wave (15-sec wave 17.8 ft in height). It was also concluded that only minor damage would occur for 15-sec waves 21 ft in height. Results of the wave transmission tests show that the proposed break-water section reduces incident 15-sec, 17.8-ft waves and 17-sec, 16.4-ft waves to 8.5- and 8.0-ft waves, respectively, on the shoreward side. In general, heights of the transmitted waves were from 25 to 40 percent of those of the incident waves for waves that did not overtop the structure, and from 40 to 50 percent of those of the incident waves that overtopped the structure.
