An apparatus for controlling an operation state of a climbing lane according to an aspect of a technical idea of the present invention, as the apparatus for controlling an operation state of a climbing lane installed in a climbing section, includes a communication state diagnosis information generating unit for generating communication state diagnosis information about the climbing section by using traffic information which is inputted, an operation state determining unit for determining the operation state of the climbing lane by using the communication state diagnosis information and preset reference information, and an operation state control unit for controlling the operation state of the climbing lane according to a determination result. The operation state determining unit compares a travel speed included in the communication state diagnosis information with a reference travel speed included in the reference information, determines the operation state of the climbing lane as a travel permission state if the travel speed is greater than the reference travel speed, and determines the operation state of the climbing lane as a travel restriction state if the travel speed is lower than the reference travel speed. Accordingly, the present invention can minimize traffic congestion.

    본 발명의 기술적 사상에 의한 일 양태에 따른 오르막 차로 운영상태 제어장치는, 오르막 구간에 설치된 오르막 차로의 운영상태를 제어하는 장치로서, 입력된 교통정보를 이용하여 오르막 구간에 대한 소통상태 진단 정보를 생성하는 소통상태 진단정보 생성부와, 소통상태 진단 정보와 미리 설정된 기준 정보를 이용하여 오르막 차로의 운영상태를 결정하는 운영상태 결정부, 및 결정 결과에 따라서 오르막 차로의 운영상태를 제어하는 운영상태 제어부를 포함하되, 운영상태 결정부는, 소통상태 진단 정보에 포함되는 통행속도와 기준 정보에 포함되는 기준 통행속도를 비교하고, 통행속도가 기준 통행속도보다 크면 오르막 차로의 운영상태를 통행 허용 상태로 결정하고 통행속도가 기준 통행속도보다 작으면 오르막 차로의 운영상태를 통행 제한 상태로 결정한다.
