The present invention relates to an apparatus and a method for predicting a collision risk based on a collision risk between objects by using weather information. The apparatus for predicting a collision risk includes: an information receiving part which receives information which a plurality of heterogeneous transmission devices individually transmit; an input processing part which processes the information to make input information required for calculating the collision risk between the objects; a risk calculating part which calculates the collision risk between the objects by using the processed input information; and a providing part which outputs the collision risk to the outside and controls the estimate of the collision risk between the objects.
