Disclosed are a fuel cell safety monitoring device and a fuel cell safety monitoring method for an entire cycle in a hydrogen vessel. According to an embodiment of the present invention, the fuel cell safety monitoring device for an entire cycle in a hydrogen vessel comprises: a hydrogen fuel cell cooling system for maintaining coolant for cooling a fuel cell stack in which a hydrogen fuel is stored; a water level monitoring unit for predicting a water level change with respect to the coolant through operation information of a hydrogen-powered vessel; and a control unit for controlling a valve for replenishing or discharging the coolant in accordance with the predicted change in the water level An object of the present invention is to reduce a risk leading to an accident by arbitrarily selecting and implementing a safety evaluation technique at a company regardless of a risk level of a facility or process.
