A most typical shape of a boat propelled by manpower is a shape having an enlarged central part to generate large resistance force against propulsion, and a most economical type-air injection body of the boat has a thick wall such that rowing becomes difficult. To resolve this problem, the present invention provides a manpower propulsion boat, which can be operated by using a passenger′s physical ability in a relatively easy manner even when the manpower propulsion boat has large propulsion resistance, and more specifically, provides a manpower propulsion boat having a propulsion device with the shape of a fin of a fish. The propulsion device is invented by applying a technology regarding a vibration wing to an L-shaped oar. The propulsion device allows the passenger to row while looking forward and to easily change the direction where the boat is moving and the invention has a measure to prevent damage caused by impact from collision with an underground obstacle. Compared to conventional technology in the same technical field, the manpower propulsion boat includes three kinds of measures for restriction to maintain propulsion efficiency and maximize simplicity. First, there is a limit when the passenger tilts the propulsion device through vertical movement of his/her arms. Second, a wing of the propulsion device has no contact with a longitudinal center line of the ship body within a predetermined movement range. Third, there is a limit of a predetermined degree when the propulsion device generates a propelling force below a part of the ship body, which is submerged under water.
