The present invention provides a technique for suppressing load changes of an engine to improve the fuel efficiency of a ship. A rudder control apparatus comprises: a propeller (21); an engine (19) to propel a ship (100) by transferring rotating power to the propeller (21); a steering gear (17) to turn the ship (100); and a steering unit (13) outputting a command of a target rudder angle value of the steering gear (17) to allow the ship (100) to sail on a designated course. The rudder control apparatus controls the steering gear (17). The rudder control apparatus further comprises: a prediction unit (27) predicting a load of the engine (19) created by disturbance in a prescribed timing while the ship (100) sails on the designated course, and calculating a load change amount for a reference load of the predicted load of the engine (19); a correction unit (33) correcting the target rudder angle value to reduce the fuel efficiency of the engine based on the load change amount; and a rudder control unit (35) controlling the steering gear in accordance with the corrected target rudder angle value.
