The purpose of the present invention is to provide a low-price static fluid mixer having a simple shape and capable of quickly and efficiently mixing multiple fluids, and to provide a compact and low-cost ballast water treatment device using said mixer. This static fluid mixer includes a ring portion (5) which is interposed concentrically in a main fluid pipe conduit, and flap portions (6) which protrude towards the central axis of the pipe conduit from multiple positions around the circumference of the inner peripheral surface, and is provided with a mixing member which, by means of a Kármán vortex street generated in the primary fluid by the flap portions, mixes into the primary fluid a secondary fluid supplied to the primary fluid. The ring portion is made as a plate member expanding in the radial direction of said ring portion, and the inner peripheral surface of the ring portion is flush with the inner peripheral surface of the pipe conduit. The flap portion includes two linear side edges (6A-1) which are spaced circumferentially apart from each other and face radially inwards, and an arcuate protruding edge (6B-1) which extends between the ends of the inwardly-facing two side edges and protrudes towards the central axis. An opening (8) defined between the multiple flap portions inside of the inner peripheral surface of the ring portion includes a narrow area (7) between the multiple arcuate protruding edges.
